Large Hand Forged Iron Buckle or Clasp? How Old and What Was It's Purpose?

Found this old iron buckle or clasp at an 1800's site today. Seems fairly crude, so probably hand forged. Has an iron strap attached with a square hole in it. Measure 5" in length with a 2 1/4" square buckle. Can anyone guess roughly how old and tell me what it was used for? I'm stumped on this one.

The square hole was for a carriage bolt, the ones that had the square nuts.
I would say it was a hold down strap ring bolted to a wagon.
