I need help with ID

I dug this up in milesburg, PA. And I can not find anything on it. Some people said it was part of the railroad, or a shim, or something for cables. Anyone have any idea??

I think it's a smelting bar, likely for making bullets.

I believe it to be the insert for a power cable suspension clamp.

I looked that up and I couldn't find anything that looks like what I have. Have you found a picture of a smelting bar somewhere that looks like what i have?? Please tell me you have. No one knows what this is and I asked everyone. And it's driving me nuts.
