If I'd have to guess I'd say Elizabeth I's reign, 1558-1603. And the reason for this guess is that in the top pic, which is actually upside down, you can see some markings above the coat of arms. My guess is that those are remains of the two last digits of the year. And Elizabeth I silver coins have the date above the coat of arms while prior coins do not have. Afaik.
Again, just a guess and I may be wrong.
I would be more inclined to go with Charles 1st, many of the coins of Charles were pierced as touch pieces, and almost all of the ones I have dug have been pierced.
