Small Belt Buckle?

Went back to the place we found the axe head. Today we found this buckle burried about 5" deep. It's about 2" x 1.5" and seems to be made of brass but not sure. Anyone knowledgeable about these buckles? Curious to know if it's 1700's or 1800's. No rust although the picture appears to show some rust.

Oh, and also found a modern rainbow penny (shown).

could be a belt buckle but i would guess horse tack buckle probably late 1800's

That's my guess too because of the the side opposite the prong looks like a strap went there.
