Some states by law only allow so many shells in a shotgun for hunting purposes.. If your gun holds more than the law allows, you have to put a spacer/plug to fill it the rest of the way.. If your gun holds more and you get caught without a plug, you get in trouble..

I wonder if it's something like that?
