ocean beach building and eroding

is the beach building and eroding process linked directly to the tides? Can the beach building process occur at either low or high tides? or the beach eroding process occur at either low or high tides?

I use the term building, but others sometimes use the term filling or sanded in is used for building and stripping for eroding.

Anything can happen and does. But I find a north east wind is the best for sand removal.
