Bullet or Fishing weight? Both?

Found couple days ago where creek bank was being rebuilt with marsh clay. Found a pile of coins and modern lead weights. Curious about this piece. I have an idea of what it used to be. Like to hear some thoughts.

This is where I was going with this. Carved Civil War bullet. Maybe carved .69 Gardner

Well, a bullet that size would make a good sinker, and probably a fresh caught fish would be heaven compared to what CW troops ate normally. Cool find.
