Well, Coinstar has no legal right to them, because that would encourage them to reject more coins and profit from it. You can't claim a coin isn't authentic and then profit from that action because the coin is authentic.
The store has no legal right to them, either. The best they can pull is to claim they're going to hold them in their lost and found until someone claims them. Obviously, no one can claim them without proof of ownership, so they might be able to eventually keep the paltry amount.
