Found this clip or clasp thingy. No spring in it but the clever design lets it snap shut so all you see is the ornate piece. Any ideas ???

No, I don't think its a brooch, some kind of decorative buckle, probably a shoe buckle.
Actually, I believe the term is shoe clip.

Ive been thinking about it a few days, and I don't think broach either. I can't really see why a broach would clip on isntead of piercing through with an anchor on the inside to secure it. With a clip you'd be very limited where you could put it. Maybe an ornate grandfather to the binder clip? Or some sort of hair clip?

Yep, that's what I thought, Jimmy. And I think jewelry would also be finer looking. That hinge just looks too bulky for jewelry, and, as you pointed out, a clip doesn't make a very practical brooch!!

I think it's a button missing it's opposite hinged clasp that goes through a double slotted, button-down jacket.

Not sure about that.Could be a brooch i suppose although i dought it.Nothing to do with hair.The clip itself is strange.It also has that early 1900,s look to it.I would put my money on it being a tie clip.
