Found deep in the woods...What is it?

Any help identifying either objects will be appreciated. The first looks to me like a Rosette from colonial era? It is pretty heavy for it's size so it might have some lead inside. It also has no visible markings on the front or back. The other object is obviously a pendant, and it was found a few feet from the "Rosette". If anyone knows what the "fire hydrant" looking logo is please let me know.
Also, I did not find any modern day trash anywhere near where these were found so it was off the beaten path (about 1/4 mile from Rock Creek in Rockville MD. Let me know your thoughts. Thank you in advance for your input!

That lead filled thing is certainly a rosette. However, it may be closer to the civil war in age. The fire hydrant thing reminds me of something that would be on a dog 's collar.

I'm guessing the fire hydrant thing is a dog tag. But don't just take my word for it...
