Button, Button, Who Knows the Button?

I found this button two days ago. I think it is colonial British Royal Navy of latest 18th to earliest 19th Centuries. The background asymmetric eagle behind the fouled anchor has me buffaloed. I can't find another example in the button websites so far. Do any of you button aficionados recognize it and can tender an ID?

All I know is it is Navy related. There are a lot of button experts on here to make the ID. I am agreeing with Tom on this.
 
Thank you all for your feedback! I neglected to mention anything about scale. This is a relatively small button, about 17mm, maybe a little smaller than a dime, and the backmark says "IMPERIAL QUALITY". I don't know what button manufacturer answers to that lofty aspiration.
 
Good hit, FreeBirdTim! Several of those naval buttons are in the ballpark, although not perfectly identical. The button, if American (as seems likely), bears 16 stars. That limits the button to a date interval between 1796 (Tennessee) and 1803 (Ohio), during the Adams Administration. It is likely an associated cuff button to the 23mm uniform button NA-81A1 in Albert's button book. I wish it was more gilt, but I'm not going to mess with it any more than the light cleaning I have already done.
 
That's a rare Captains button, and the small 16mm more so. Nice Dig !!
