Just talked to my local auth. and calling them back in 15 minutes when officer is free. She said this is the correct way to do it. Even if they won't extradite if he ever gets pulled over here he goes to jail.

Well, I did pay via paypal, so I'm hoping paypal can work their magic and pull the funds back.

Ok so, I had to call the local police, and they told me if I really wanted to go after him, is to report this in court. I'll also try to report this to mail fraud. Please everyone do your share and get this guy.
