Slave Shackle? and a Bullet?

Hello fellow MD enthusiasts! I need help identifying two objects in the attachments. One of them is a lead bullet shaped object that I found at a park in PG county (near my work). The other is what looks like a shackle that I found in a creek right on the surface of the cobble. I am 50/50 that this is a slave shackle but I welcome any help to confirm this or not. Thanks in advance for your input and knowledge.

The shackle looks almost like some kind of bracket that would come off a metal fence. But then again it does kinda resemble a shackle. I'm no expert though
 
+1 on fence parts. They don't seem to match the slave shackles I see online.
 
Bullet might be a 45-90, precise measurement would help with the ID.
 
I'm leaning more towards the chain link fence connector. I haven't seen any examples of offset exhaust hangers that didn't incorporate a U bolt, even though it seems like there would be...

Well it could be either I guess. I would think if the holes are square it would be a fence part. Too much rust but that really doesn't matter. It is probably one or the other and not a slave shackle. I am still leaning toward fence part.

The bullet seems newer. I can't tell from the picture what caliber.
