Odd piece of iron

Found this odd piece of iron in a pasture and hay field in Upper East Tennessee that contains finds from the 1700’s to the present. We found plow pieces and so it has been used for agriculture at some point. It also contained small Union and Confederate campsites with dozens of bullets and buttons found. The item looks crudely made. Any thoughts what it might be?

DANG! They had small feet back then. I guess that would make it a form of a hanger or attachment point then.

Yeah....okay, probably not a step.
Maybe part of a buckle that was on the end of a heavy load securing strap?
