If that was me, I’d flag that repair on my credit card and reverse the charges and wouldn’t pay up until they made it right includong covering the shipping both ways

No, I've never found ML detectors to be "sexy". I think ML woul dbe a prostitute. Ugly as sin and expensive, but just flat out gets the job done better than most can.

I would want the "fried" board back as well just to keep them honest. Also make sure the unit you got back was indeed the same you sent in.
Was a component level bench tech for years and have seen it all.
The fact the tech did not even power it up and notice it was in German might make some think he was a bit lazy or having a bad day.
Obviously the unit was not tested or "gone through " but just had parts thrown in it.
Did you try doing a master reset? I think it will prompt you to choose a language after you do the master reset.
