Help ID old Pennant found at 17th Century dwelling!

Hi all,
i found this piece behind an old barn which was a home in the 17th century.

The top of it looks like there was a loop hole for a chain to go through, but sadly its broken.

Any ideas of what the symbolism represents?

The house was occupied by a Reverend, and its situated in Northern Ireland
