What to clean oil off boots?

What should be used to get this California oil gunk off the bottoms of my boots?
Dawn somehow, wd40,…?
 
Got a picture? Guessing auto "Gunk" engine degreaser would work?
 
Back in the 80's when a well blew out in the Bay of Campeche oil was everywhere on Padre Island. Tar balls washed up for years after. Rubbing alcohol was very effective in removing the oil. That California spill is minuscule compared to the one in the Gulf of Mexico.
 
You could use some brake clean comes in a spray can and easy to use.
 
I think I would start with Dawn. Maybe trim down a cheap paintbrush to get into the crevices?

Rubbing alcohol has no effect- likely because it is more tar than oil.
Wd40 has some effect but labor intensive to work.
Oreilly foamy engine degreaser much like WD40.

Try cleaning the grooves(treads) with a putty knife before using any degreaser.
