Thanks! The parks department scraped off about 6 inches of soil that was under the wood chips.

Same thing happened at an elementary school near me that dates back to the 1950s. I went by one day and there was a huge pile of dirt and wood chips in the parking lot, and a big area scraped 6 inches down around the playground equipment. It was almost dark so I gave it a quick scan and found a silver rosie. Went back the next day for a closer look and the pile was gone. I was devastated.
