This is why I hate these brand exclusive charging cables, every year I misplace them and can only find them when not looking for them, this year same thing, thought I found it today, has a green barrel end with usb on the other end, but much to my dismay the pins are male and the legend receptacle is male too.
So obviously not the right one but I am nearly certain its for the legend, I don't recall any other devices with green barrel chargers, was there some kind of adapter or something ?

[I reckon these are a pain to charge because of waterproofing, standard usb would not do]

The Legend does have a green male end and without it you're screwed. I have a million cords and it's PITA.

The Legend's charging port is female, not male. The coil port is male.

I think you found the correct charging cable.

Ok it was the right one, the other one with an outside barrel threw me off, this one is inside.

Anyhow I plugged it in and lit up for a second, then nothing. I thought there was some kind of indication of charging, I turned it on and it was beeping then it froze up, didn't respond to any button presses including power. So I held a couple buttons down together and that must have been reset, it rebooted and I plugged it in again, still no indication it is being charged.

So let me ask, does it have an indication when it is being charged ?

Very small battery charging icon in the top left corner of the otherwise blank screen. Might need a magnifier and flashlight to see it.

It is perfectly normal for the Legend to momentarily power on and power off when connecting the charging cable. Don't touch any buttons and let it charge up.

When it is done charging the charging battery icon will be full and steady.
