Brass mystery piece (Help id pls)

Was rummaging through items in my unidentified mystery box and saw this
Dug this oddity years ago it's had me perplexed since I first unearthed it .

It has to im guessing screw holes to affix it to something but to what i have not a clue , im hoping with all the knowledgeable folks here that someone can help me get a positive id on this whatchamahoozy..
