There is a website , its federal, its shutdown as non essential service. I may try the Conservation Dept here in NY. One has a 47 on it plus a 4 digit ID. Its aluminum with a brass rivet.
I found one a couple of years ago, and I was able to use the federal website to register my find. They sent me a nice certificate with the history of the bird (at least until it ceased to be). I hope you can do something similar with your find.
Nice find. I found my 3rd bird band a few weeks ago. I went to www.reportband.gov and filled out a little info. The results were almost instant. It was from a female mallard banded near East Lansing, Michigan in 2014. I found it near Elkhart Lake, Wi. Other bands I found were from a Canada Goose and a Coopers Hawk. They were banded much closer to home.
