Thanks so much Kat, Dave and Digger. Digger thanks for the link showing the machines that make these.
Looks like a serial number. Starting with a 12 should indicate 1= enlisted rather than drafted, 2= signed up in New York, New Jersey, or Delaware.
Been browsing on Ancestry for a Warner in Army enlistment records in that region. Cant find a match to that serial number. Can you read any more of the first name? I can only make out an E at the end.

They had machines at arcade’s years ago. They were actually fun to make your own.
