My brother found this circular thing next to a tree in a park in Chernovtsy. Close by we found a 1755 Polish coin and a 1965 Soviet coin. On the top of the front it has the letters "K, K, H, Z, A, and I". Each is separated by a dot. In the middle it says " KRAKAU", which is a city in Poland. On the bottom it has the number 6.

On the other side, there is a two headed eagle and possibly a date. The eagle has a crown on top of it.

This object is extremely thick and has many ridges.

Yup, austrian bag seal. Could be Hapsburg empire timeframe. Most likely gov't or military related with the Austrian double eagle. Bag #6 of some shipment.
I have found them with bugle and austrian seal in Czech. These were WWI era for militay shipments. Yours most likely older. The double eagle was common on coinage around 1800. So non binding estimate could be from that time frame. Maybe Franz II era. Its great to find a seal with the city name. These are not as common.
