Coin or Token ID

I found this circular object near a road close to a playground in Chernovtsy, Ukraine. It is non ferrous and has a number 16 on it. On one side the number is indented and on the other side, it's not.

On the top of the front side of the object, there appears to be some writing. It is either the letter "т" or "г".

I hope you can identify this thing. Thank you in advance!

It's the right size to be a button -- a bit big to be the head of a window tack.
I could believe it might be a regimental button with the shank broken off... and it almost looks like there may be more details on it?
