Small metal piece found in the sand dunes - Whatzit?

Some kind of clip? I've seen similar shaped ornamental things on old table lamps 1920s era but this was found in a sand dune.

Looks like a lid handle that has been squeezed a bit. Do the bottoms of the flared parts look like they have been attached to something?
 
Does it look like the ends could have been welded at one point? I’m not sure but something keeps telling me some sort of bar mount for a vehicle or something.

There is one remnant of a inward fold remaining on one side, it is shaped (curved) like a typical bike fender. It is enamel over metal like the old coffeepots were. It stands 1-3/8 " tall.

Still looks like an old enameled pot lid handle. No holes such as a clamp would have and in spite of it current shape, not a clip (welded like a pot handle).
