Or compare it to a 10 centavos from Mexico...they were about that size and I think made from silver...at least in the early 1900's.

I agree. It looks like a 10 centavos. The coin in the pic shown here is upside down IMO. Show the other side.

There are bunch of similar coins. The diameter and the 0.7 20 around the eagle's head narrow things down. 0.720 is the silver content.
