Any ideas!

Found this yesterday a few inches down right next to an oak tree. When I dug it I thought it was a watch winder, but after cleaning it I think its something else, that's where you come in!

The stem isn't hollow and there are no grooves for it to slot into a watch for winding.

I believe it’s brass or copper. Rang in high, I thought it was going to be a wheat penny just based off the sound and VDI numbers.

Looks like some kind of thumb screw to me...I guess you can't tell if it's threaded? You say the stem isn't hollow, how do you know? There is definitely at least an indentation there....
