I looks like it could be the top to the glass flue on an old oil lamp . Just a guess though, lol
 
Form follows function. Note that the edges are curled under. It was meant to crimp *onto* something else, very likely a backing. Given the size, I would think it's the top of a large button, ay to a cloak or heavy cape. Given the openings, it could have had a fabric or metal insert between front and back to give it extra texture or glitter. It could also be a belt fastening or half of a set of two matched fasteners.
