Odd, looks like made from spoon handle?
Well made no marks, heavy brass ? , was flat and hard to bend round.
Maybe napkin holder to match silverware?
Maybe not made round like I bent out, maybe a dye for a tool ?

That is a nice find! 1700's silver for sure. I'm on board with the wax matrix seal.
 
The five petal flower in your image reminded me of the floral design -- the "Tudor Rose" -- used on British Revolutionary War Officer's buttons. Here's a museum example of the Tudor Rose pattern on a Naval Button. I wonder if the Tudor Rose was also used on silverware, etc. of that period...

1920's site in AZ so don't think that old.
Might be wax stamp thing, thinking for imprint for leather or other crafting thing?
 
Bolo tie clasp or scarf holder? Hard to know what the original shape was.
