DRGM clamp?

A friend of mine found this in an attic and needs ID.
We found that DRGM is a German "patent pending" for early 20th century items.

This item appears to be Nickel silver, or German silver.

As you press on the two paddles, the legs spread apart.

We think it could be a medical type clamp, what do you think?

I've seen similar items used to clamp off rubber tubing in laboratories.

I work in a biology department at a University, and can confirm what others have suggested...it appears to be a hose/tubing clamp. Here are a couple I found laying around on a shelf.

I think you push on the two round things like shown in doing in last photo, the loop at end expands, you slip it over the tubing and let go of it??
