Type of room or house key tag?

Went detecting with my dad today at a ghost town in California. The town in its time had 2,000-3,000 residents until it was buried underwater when the dam was built. Half the town it appears is not submerged as we found many nails, iron, and odds and ends.

Does anyone have any idea what this tag would have been used for? The town supported a smelter plant and was shut down around the 1920’s.

In high school I took auto body repair at a vocational school and we had tags like that for tools, so they knew who had what tool, and would get them back at the end of the day. The smelting plant may have had a similar system.

Thanks! The clue was recognizing "RY" as an abbreviation for Railway, plus the common "something & something railway/railroad" naming convention. I figured "&E" was going to be "& Eastern" but I had to rely on google to get the "SV" part. A google search for "SV & E Railway" brought it up.
