Somewhat resembles a temperature gauge, with a bi-metallic spring in the back and a pointer on the front... and the numbered portion rusted away. -just a thought, probably wrong.
I can almost convince myself that there's letters on the back (first picture), underneath the corrosion. Anyone else see anything there?

Here are some additional photos with a quarter so that you can get a sense of the size. I looked over the piece again and there are no visible markings or numbers.

It is a fuel cap, there was a float on that shaft which in turn moved that dial hand so that you could tell how full or empty the tank was.
