I'm not sure if it is solid throughout... it is pretty heavy.. I plan to try to take some rust off, but I'm not sure the best way to do it

to me, the size and shape, composition, etc. leads me to believe it might be an old t handled shift lever for an automobile. The curve looks to go around the bench seat, and the bottom(opposite the T shape) looks to go into something like the shift linkage. No idea what make or model car or truck, just my opinion.
Oo very interesting, do you have any advice on how I can clean up the rust?

As far as cleaning goes look up electrolysis. It looks intense at first but is an amazing way to clean stuff.
X2 on the electrolysis, it works well on iron and steel. Good luck with it.

It reminds me of a water cutoff tool for below ground stop/waste valves. If that's what it is, it would originally have had a straight shaft.

I'm going to say a truck or tractor gear shift lever. The ball end would go into the transmission. Just a guess.
Car anti-sway bar, or tie rod?
