I mean, ok, sure. And I suppose you and I have jaywalked before too. Ok, guilty as charged.
I lived right across the street from a park in my city with that type obligatory "closed at sunset" sign. Yet the park connects two disparate neighborhoods. And if you're a pedestrian, wishing to reach the other side to your own street, you walk through the park. And yes (gasp) for the 15 yrs. I lived there, it was not unusual to see people walking through the park at night. Eg.: Lovers on a stroll, or someone walking their dog, etc....
And in those 15 yrs. I lived there, the ONLY time the cops were ever called for anyone in-the-park after dark, was a single time where teens thought they were going to have a late night boom box keg party there. So IMHO, those obligatory signs are to shoo away persons who think they're going to homestead the place, or camp out there, etc....
